General Kim Seung Kyum, CJCS Conducts Office Call with General K...

Chairman Kim Seung Kyum hosted General Kenneth S. Wilsbach, Commander, PACAF for an office call on Friday the fourth of November during General Wilsbach's visit to the Republic of Korea. They discussed the nuclear and missile threat posed by DPRK, the regional security landscape, and avenues to enhance mutual cooperation. Chairman Kim and General Wilsbach agreed that "the November 2nd ballistic missile launch by DPRK, where they launched a missile south of the NLL near the territorial waters of the ROK for the first time since the division of Korea, and the November 3rd ICBM launch were grave provocative acts that harmed the peace and stability of not only the Korean Peninsula but the broader international society, and were clear violations of UN Security Council Resolutions." Further, Chairman Kim emphasized that "we must imprint it on DPRK that as they continues to provocate, the alliance's combined defense posture will grow even stronger, and they will assuredly pay a price." Chairman Kim and General Wilsbach assessed that "the Vigilant Storm exercise that has been on-going since October 31st was a successful training event that verified the wartime combined operations execution posture of ROK US Air Forces and made the enemy shiver with fear." Further, Chairman Kim and General Wilsbach spoke on cooperating closely to coordinate the 'deployment of strategic assets at a level that is tantamount to permanent stationing' as agreed to by the MINDEF and SECDEF during the 54th SCM. General Wilsbach also extended his condolences and consolations to the people of Korea who have fallen in great grief as they mourn the tragedy that occurred in Itaewon. Chairman Kim expressed his gratitude for the heroic actions of the USFK servicemembers who saved many lives on that day, and emphasized that such valor captures the spirit of the ROK US alliance that has continued for 70 years. General Wilsbach is a well-renowned expert and friend of Republic of Korea, having served here previously as the USFK Deputy Commander / 7 Air Force Commander from 2018 to 2020. Aquilino, Commander INDOPACOM during his visit to the Republic of Korea to discuss the regional security landscape such as DPRK's nuclear and missile threat and ways to strengthen mutual cooperation. Chairman Kim and Admiral Aquilino concurred that the series of ballistic missile launches by DPRK are "posing great threats to not only the Korean Peninsula but the regional security environment at large." They emphasized that the DPRK must realize that if they continue to conduct provocations, the ROK·US Alliance will only grow stronger and enhance the execution power of the US extended deterrence commitment. Chairman Kim emphasized the importance of "maintaining the ironclad ROK·US Alliance and its steadfast combined defense posture" while stressing devoted efforts from the US INDOPACOM level to ensure swift deployment of US strategic assets to the Korean Peninsula if needed. On Thursday September 22nd, GEN Kim Seung Kyum, CJCS hosted LTG Martin Herem, Commander, Estonian Defence Forces for an office call to discuss the regional security landscape and ways to strengthen bilateral military and defense industry cooperation. LTG Herem congratulated Chairman Kim on his assumption, and remarked "The Republic of Korea and The Republic of Estonia have maintained friendly ties across many domains since the establishment of diplomatic ties in 1991", while inviting the Chairman to "continue to cooperate closely together to further our bilateral military exchange and cooperation." Chairman Kim in turn emphasized that "in a time when the security situation in the world is growing evermore complicated as seen by the war in Ukraine, close cooperation and unity between nations is more improtant than ever before." He also called for "joint efforts to strengthen the bilateral military exchange and cooperation." Chairman Kim further shared the grave security situation on the Korean Peninsula, including continued missile launches and indications of a nuclear test by DPRK, while requesting continued support from Estonia for the ROK government's efforts to achieve denuclearization and establish peace on the Korean Peninsula. SEOUL, South Korea--Chairman of the Joint Chiefs of Staff Gen. Mark A. Milley met in-person today with Chairman of the Republic of Korea Joint Chiefs of Staff Gen. In-Choul Won during the 46th Republic of Korea and U.S. Military Committee Meeting. The engagement in Seoul marks the first face-to-face Military Committee Meeting since 2019 and the onset of the global pandemic. Chairman of the Republic of Korea Joint Chiefs of Staff General Won and Chief Director of the Republic of Korea Joint Chiefs of Staff Directorate for Strategic Planning Lt. Gen. Sanghwa Jung represented the Republic of Korea delegation. For the United States, Admiral John C. Aquilino, Commander, U.S. Indo-Pacific Command, joined General Milley as the U.S. delegation at the Republic of Korea Joint Staff headquarters. Gen. Paul J. LaCamera, represented the ROK-U.S. Combined Forces Command as the bilateral commander. During the discussions, Gen. Milley and Gen. Won recognized the enduring alliance and highlighted significant advancements made to strengthen cooperation. The generals received updates on the security of the Korean peninsula and the region. The Chairman acknowledged successful completion of the 21-2 Combined Command Post Training and progress in Conditions-based wartime operational control Transition Plan(COTP). The two leaders underscored the importance of conducting the United States-Republic of Korea Military Committee meeting in-person to demonstrate the strength, credibility, and flexibility of the military alliance. In the afternoon of Tuesday July 13th , General Won In Choul, Chairman of the Republics of Korea Joint Chiefs of Staff welcomed General Paul J. LaCamera, Commander, CFC as he visited the ROK JCS for the first time. During the visit, the two leaders discussed key current agendas of the ROK·US Alliance. Chairman Won extended his welcome and remarked that “it is a pleasure to have General LaCamera, a tremendous leader with vast experience, as the CFC Commander on this journey for peace and stability on the Korean Peninsula”. He also emphasized the importance of “maintaining a robust combined defense posture and advancing the ROK·US Alliance into a future-oriented relationship by drawing from the spirit and trust of the ROK·US Alliance”. General LaCamera remarked that he is "grateful for the warm welcome and honored to be back in the Republic of Korea as the CFC Commander”. He also vowed to "strive towards an even greater and stronger ROK·US Alliance, which was forged in blood 70 years ago”. General Won In Choul and General LaCamera reaffirmed the importance of an ironclad ROK·US Alliance and a firm combined defense posture through today's visit, and agreed to strengthening the cooperation and coordination between the ROK JCS and CFC moving forward.
